Petition carers allowance upgrade when caring for two disabled people/children

i believe that the current system doesn't take into account that you may care for more then one disabled person/child at a time . i would like to raise the issue and maybe have it looked at as so many carers are actually caring for more then one person/child at a time with no raise in the money . so carers are working for far more hours for less money then a carer of one .
