Establish a means or procedure to allow individuals who reside in the UK to apply for clearance from UKSV either online or by post without any prerequisite of having a relevant job offer.

There are job roles that need Security Clearance from UKSV. For a British citizen with no complicated history it takes 4-6 weeks at best to obtain the clearance. For non British people, this takes months on average and sometimes an year. Due to this lengthy delays, prospective employers and recruitment agencies do not wish to engage non British nationals for roles that need clearance from UKSV. This is unfair on people who are qualified for the role but are rejected due to their nationality and residence status, even though that is not a requirement for the role or clearance.

Allowing individuals to apply for the UKSV clearance will enable such non British individuals to seek this clearance in advance so that employers are not discouraged from hiring them.
