Closed Require all cyclists to have third party liability insurance

I would like the Government to require all bicyclists to have third party liability insurance, in case of accidents.

As a driver I have had so many near misses with bicycles, when cycling on pavement some cyclists do not slow down when coming up to a crossing, and nearly hit cars. Car drivers are required to have insurance to cover claims for personal injury and/or property damage should they cause an accident. I believe all cyclists should similarly be required to have insurance to cover any damage their negligence might cause.
