Catering businesses in parliament run at a loss averaging £2-3 million a year, with many serving food below commercial prices. This loss is passed on to the public; prices could instead be raised to cover costs.
Public funds are being used to enable unprofitable businesses to provide catering to MPs and other users of House of Commons eating venues, who benefit from cheap meals that most workers in the country have no access to.
Many parliamentary pass-holders do not earn the same salaries as MPs, so discounted prices could still be available to those who really need them, such as cleaning contractors working unusual hours, and other staff on lower pay, perhaps through a discount card scheme.
