To create an intermediate tier on exams instead of just Higher and Foundation tiers.

Many GCSE students don’t fit in either foundation tier because it is too easy or higher tier because it is too difficult. For students in this position there should be an intermediate tier to allow students to get the grade they deserve, beyond the limits of higher or foundation tier. This would help people get the deciding grade that will get them to the place they want to be in life.
