Closed Require licences for cyclists and number plates for all bikes/e-bikes

For accountability and safety for pedestrians, all cyclists should be required to have a licence, and all bikes/e-bikes a licence plates. This will mean cyclists can be identified and held to account for their actions. Many pedestrians don't feel safe because of the behaviour of some cyclists.

This would also better enable police and traffic wardens to get involved if a cyclist broke the law.
