The power to call early general elections should remain with Parliament and must not be returned to the Prime Minister. It is more democratic for parliament to have this power instead of the PM.
It is important for Parliament to keep this power to prevent an incumbent Prime Minister from tactically deciding when to call an early general election that will unfairly benefit their political party.
Leaving this power with Parliament ensures that the public are more able to influence this decision by lobbying their MPs either way. The Prime Minister is only one person which is unable to reflect the views of the public as well as Parliament can through Parliamentary democracy.
