Closed Both parents with parential rights to sign a childs passport application.

At this present time only one parent with parental rights is able to sign and apply for a child's passport without the other parents consent and without the other parent being made aware of the application. I want this to change so you need signatures of both the parents with parental rights to sign to agree to this. This will enable both parents to be aware of the passport application and prevent partners taking their children abroad without consent of the other parent.
