Allow all students to move back to university in order for them to learn together and live a somewhat student-life during the pandemic.

University is a place designed for social interaction, intellectual development and new beginnings. Studying online, from home, is simply not university.
Allowing students to return to living together in student housing will allow some form of normality for them. Learning and socialising together, even if classes are over the internet, is why many students choose to do a degree.
