Rejected petition Allow learner drivers to continue to practise in their own car through lockdown

On the gov.uk website, it now states that learner drivers cannot practise to drive in their own car accompanied by a member of their household or support bubble during this lockdown yet it is still allowed in Scotland and Wales. How is this fair?

More details

Allow learner drivers to continue to practise in their own car with a member of their household or support bubble in lockdown to allow people to pass their tests sooner and avoid a backlog of people re-booking tests for later dates as they won’t be ready for tests just after lockdown.
