Rejected petition Remove the need to upgrade a motorcycle lisence from A2 to A via a full retest.

At the current time, A2 motorcycle lisence holders, after 2 years can upgrade their lisence to an A lisence. The only change in which is the difference of 15BHP.

Remove the retest co edition and have it as an automatic upgrade after 2 years or when you are 24. As per standard lisence holder regulations. The testion conditions have already been met by the lisence holder, and at 15BHP more, the testing conditions are no different.
