Closed Fund free hotel quarantine and testing for all UK arrivals

If the travel restrictions imposed by the government are purely for public health reasons, the mandatory hotel quarantine and Covid testing should be free. The high costs risk disproportionately affecting those in long distance relationships or people from poor backgrounds.

The first page of the passport reads 'the bearer may enter freely and without hinderance', and a mandatory cost upon return is not freely nor without hinderance.
