All activities that create a risk of injury or damage to other road users should require insurance, to ensure innocent victims can effectively receive compensation if they are in an accident. Specifically, this should cover users of mobility scooters, electric scooters, or cyclists.

It is essential that victims of accidents are able to seek recourse for any injury or damage suffered as a result of the negligence of another road user, regardless of what means of transport they are using.
