I suggest pensioners who are currently entitled to receive the Winter Fuel Allowance do not automatically receive the payment, but instead must request the payment. The letter which is currently sent just before the payments are issued should instead have a reply-paid slip (or email / web form) to indictate the recipient either:
- would like the payment, or
- would like the payment made to a UK charity.
