I think it will be so helpful if the Government created an Animal Health Service (an NHS for pets), for people who might not be able to afford existing veterinary services. This could be funded by an additional tax of some kind

I think it would benefit a lot of pet owners to have an NHS-like service for pets. Many veterinary services can be expensive, which stops people seeking help for their pets, who many people see as part of their family.
