2. Adding caveats to 'Permitted Development' laws to protect solar panels.
3. Ensuring Party Wall Agreements don't affect rights to light of solar panels.

At present I believe the Government's 'GREEN' policies are contradictory They are not fit for purpose because different policies can work against its commitment to carbon emission reduction targets.
