Publish the criteria for allocating countries to the red and amber lists and show how each country meets these criteria.

In the interests of openness, honesty and fairness, and in order to gain the confidence of the public and to show how we are following the science and the data and making rational decisions that aren't based entirely on economic interest, the data that is used to make the decisions about countries placed on the red and amber lists needs to be published. In due course, the number and percentage of people in hotel quarantine and home quarantine that are found to be positive must also be released.
