Petition Give Local authority leaders' boards finance powers.

Local authority leaders' boards are voluntary associatons of councils. They cover millions of people. The government should give them finance powers such as the abilty to give corporation rebates tax, corporation tax free zones etc. The govenment structure already exists, the power just needs to be given. This would aid business outside of London compete as local areas will know the areas finances better.
This would be similar to the German "lander" federal state system.
With these rights would come responsiblities, no tax cuts would be able to occur if the councils had a certain amount of debt.
