Closed Railcard for Veterans

When personnel leave armed forces they have to give back their HM Forces Railcard that entitles them to a third of fares.
I would like veterans to be able to keep their railcard.
My husband was injured in Afghanistan and will be medically discharged at end of Jan 2014.
He will still need to travel to various hospitals for treatment. Would be a big help if he could keep the railcard and save on the costs. It is less stressful going via train rather car.
