Rejected petition Make a law for cyclists in London to follow the road rules

I would like to to ask the Parliament to make a law for cyclists in London to wear a yellow vest at all time for them to be visible specially in the evening when is dark and as well to let them have a visible and recognisable number as car and motorcycle have number plate in order to recognise.

Because many cyclists unfortunately don’t follow the road rules and the only way to let them follow it is to give them fines each time they break the rules so if they start to pay money from their pockets they will start to be more careful when riding on the roads.
They are very dangerous for them self but most dangerous for the other road users this is why I would like the parliament to consider this petition and make a law for cyclists in London
