The CE mark already exists, the costs and benfits of compliance are already sunk / won. Adding an extra layer of unprofitable red tape, just for the sake of it - is illogical, destructive and creates no benefit.

In the modern world, many essential or otherwise important systems, from escalators, vehicles, air conditioning, even power grid infrastructure etc are built up from a plethora of individual sub-systems and components. The proposed rapid rewrite in the rules of safety certification for all future replacements - without any chance for regulatory and industry bodies to react will seed unimaginable chaos.
