Closed Review and reform the school complaints system

Having been through few complaints recently I believe the system is not impartial or independent, and is limited. The system can allow side-stepping the heart of the complaints, by steering reviews to look at Policy, Procedure and Process.

The Government should commission a review to inform reform of the process, to prevent reviews being biased to best outcomes for school, and not looking at the heart of complaints & children, just policy.

I believe DofE only looks at policy compliance, and a new truly independent body (not Govs) should investigate from Stage 2 onward, with all investigators under an obligation to consider the actual complaint, not just Policy and what would ensure the best outcomes for Children.
