Rejected petition Allow university students arriving from red list countries to quarantine at home

To exempt international students from hotel quarantine if they enter the UK from a red list country.

International students cannot afford to spend for 10 days quarantining in a hotel in addition to travel costs and university fees.

Why was this petition rejected?
