Closed Extend theory test certificates or offer free retake

Due to the back log with practical driving tests, theory tests certificates should either be extended or those that have passed offered a free retake if the certificate expires before being able to book a practical test.

The wait time to book lessons and a practical test are abysmal, the public should not be made to pay out for theory tests again as not being able to book a practical tests is not their fault.

The backlog on tests due to covid should be reflected in an extention on theory tests certificates.
