Many 16 year olds want to start their driving lessons at the age of 16, and start driving properly as soon as possible once they pass their test. You can get a licence to drive a moped from the age of 16, even though there are fewer accidents per mile driven for car drivers.

Enabling people to drive from the age of 16 would increase their independence, and mean they did not have to rely on public transport, which can be unreliable.
