We want all animal rescue centres to be required to apply for a licence, and subject to regulation requiring regular inspections and checks of animals in their care, to check history, potential theft issues, etc.

We believe current arrangements do not adequately ensure the welfare of animals at animal rescue centres, or prevent dogs being rehomed when they already have an owner.
