Closed Parking permits/badges for parent and child parking spaces

Make permits/badges available for families with children to prove that they have children in their vehicle in order to use the designated spaces. Making it easier and safer for parents to park near to shops as too many of these spaces are used by persons without children.

To make it safer and easier for families to park when visiting shops as too many of these spaces are used by persons who have not got children, unlike the disabled spaces which require badges.
