Rejected petition All PCV licence holders to be able to get a PCO licence automatically

PCV licence is short for Passenger carrying vehicles, if we can transport more than 16 passengers in a bus we should be able to drive a car with passengers in it and get paid.

It seems logical to allow people who transport huge amounts of people to be able to transport people in a car.
