Make it harder for the thief to sell stolen catalytic-converters. I want a traceable line of where they have come from, including vehicle ownership details and the scrap catalytic-converters only to be bought from registered company's licensed to sell them as scrap.

I want a traceable line of where they have come from, including vehicle ownership details and the scrap catalytic-converters only to be bought from registered company's licensed to sell them as scrap. Also large fines for scrap dealers handling stolen catalytic-converters. This could put an end to catalytic-converter theft which has seen a massive increase due to the ease of selling them. This could also help with reducing insurance claims.
