Closed petition Require dogs be on leads at all times in public places

There have been reports of an increase in dogs attacking other dogs whilst off the leash.

Until dog owners exercise more responsibility towards their dogs, I would like it made a law that dog owners must keep their dogs on a lead in public places.

I have witnessed a dog owner let a dog off the leash and ask, "Has your dog been castrated." At the same time, stating her dog was "in season".

Dogs should only be allowed off the lead on private property, or in designated 'enclosures'.
