Rejected petition Make tethering horses illegal
Make chaining horses in fields or by the side of the road illegal. They are often tethered for weeks with no access to shade and very often without water.

I would like the tethering of horses to be made illegal, The RSPCA or Police should be able to impose large fines on people that do this. It is a way to keep a horse without paying the usual expense responsible owners incur. The welfare of the horse is not taken into consideration. All horses should have access to shade, fresh water and company as they are very social animals.

Why was this petition rejected?
It’s not clear what the petition is asking the UK Government or Parliament to do.
While it is not illegal to tether a horse, under the Animal Welfare Act 2006 it is an offence to cause unnecessary suffering to any animal, and anyone responsible for an animal must take reasonable steps to make sure the animal’s needs are met.
This means that any unnecessary suffering experienced by a horse as a result of being tethered could already be treated as an offence. Deciding whether to take action in relation to such an offence would be a matter for the police and Crown Prosecution Service, not the Government or House of Commons.
