Petition Allow people to vote "for" or "against" parliamentary e-petitions

There is no count of the opposing view in the existing e-petition system. This can be used to dismiss any petition outcome, because the level of opposition is unknown. Allowing people who oppose a petition to vote against it could give petitions more weight and attract more democratic interest.
