To encourage the HM Government to deliver a working scheme for Ukrainian citizens who fled their country under enormous pressure from Russian aggression to allow using their vehicles for the whole permitted period of stay and to exchange their driving licences for their full UK equivalents.

During the national period of mourning for Her Late Majesty the Queen, HMRC chose this moment to change the temporary customs clearance for Ukrainian refugees who have had to flee their country in the face of a devastating war, often taking the cars away as the only valuable property that could be saved from destruction.
Separately, DVLA states that Ukrainian refugees must undertake a complex registration process to exchange their driving licences only for their minimum UK equivalent.
