Closed petition Make licenses and third party insurance compulsory for dog owners

Too many people and animals are severely injured or killed by dog attacks. Owners who do not to have 3rd party insurance are not sufficiently accountable unless taken to court. We want insurance and licences to be compulsory.
According to NHS Data from 2020 to 2021 there were 7,443 hospital admissions for dog bites. According to a survey by CFBA 54% (n=380) of the dog population in the survey had been attacked or challenged by another dog. Owners affected by attacks are left to pay bills or claim through their own insurance. For people affected by dog attacks it can lead to loss of earnings. It’s against the law to let a dog be dangerously out of control, but we want to see changes to better protect responsible owners.
