Make it a statutory duty for HMRC to meet their own deadlines in recognition of the hardship caused by the delay in payment of R&D Tax Credits.

R&D Tax Credits are vital for a high-growth economy and to encourage innovation. They are used by start-ups and scale-ups to ensure cash flow and are a fair way to promote innovation. Innovation in the UK will be stymied if the HMRC delays payments.
