Declare Article 16 of Capitulation of Alexandria 1801 null and void. In this article those who were not the rightful owners of the artefacts i.e the French General Jacques-François Menou offered it to the British and was accepted by General John Hely-Hutchinson and admiral Lord Keith.

The Parliament has a duty to scrutinise legally binding treaties. None of the parties who signed the Capitulation of Alexandria 1801 treaty were the rightful owners of the rosetta stone or any of the artefacts. The French occupation forces signed it with the British occupation forces and an Ottoman admiral during the occupation of Egypt, who was not an Egyptian ruler and had no legal authority to sign it. Its non-legally binding treaty, those items were stolen. Egypt had no say in it
