People's situations might change, their health, their capacity, their responsibilities and of cause their opinion on whether or not they wish to be revived by resuscitation.
Just because they signed it once does not mean they should be resigned to that fate; the ability to change ones mind should be appreciated.
During lockdown many people with health needs were seemingly targeted with letter to sign as discovered by CQC.
It is possible some of these people could change their mind.

Decisions about do not attempt cardiopulmonary resuscitation (DNACPR) orders are made by individuals and clinicians, not the Government or House of Commons.
A DNACPR form can be written for a short period, or it can be written with no end date. When a DNACPR decision is made the person it relates to should be told when it will be reviewed, and this is usually recorded on the form. It is recommended that a DNACPR is reviewed each time a patient's situation changes.
