Create a statutory cross-party body to develop and implement proposals for an integrated NHS and Adult Care Service. This new service should have funding secured on a ten year rolling basis.

We believe the failure of successive governments to implement an integrated service has significantly contributed to the ongoing crisis in the NHS and social care.

Royal Commissions and Parliamentary Reports have not been followed up by adequate action by the Government.

"The historic political failure to take a long-term approach to the provision of health and adult social care has been a major stumbling block to longer-term sustainability" (Para. 334 House of Lords Select Committee Report 5.4.17)
