Create a new office to which current or former Government employees or contractors can securely submit information about 'unidentified anomalous phenomena' (UAPs). Individuals submitting information to this office should be immune from any civil or criminal action for disclosure of information.

This office would allow individuals to securely submit information about any 'unidentified anomalous phenomena', inclusive of any activity, program by any Government department, or contractor of such department or agency relating, including with respect to material retrieval, material analysis, reverse engineering, research and development, detecting and tracking, developmental or operational testing, without being impeded by any non-disclosure agreement or legislation governing disclosure of information.
