Closed Cap EV charging rates and increase support for new charging stations

Set a maximum charge for Electric Vehicle (EV) charging stations, so it's cheaper to run a EV than a petrol/diesel vehicle. Also increase funding for free charging stations in public spaces, and grants for new chargers at residential properties.

To help the environment and keep the running cost of an EV cheaper than a petrol or diesel vehicle to encourage the sale of EVs.
