Local authorities must be able to purchase the empty houses which have been empty for more than 24 months from the vendors on a compulsory purchase order, Pay the vendors market value base on condition of the property, renovate it if necessary, and rent it to the local people who are on the council waiting list. This will free thousands of houses for the local people..
