Closed Require CBT, licence, insurance and helmet to ride e-bikes and e-scooters

Electric bike and scooter users should have compulsory basic training, be licensed and insured to protect third parties. Helmets should be required by law to protect drivers. This would match requirements for mopeds and light motorcycles.

I have personally witnessed e-scooters being driven with multiple people on, a car being trashed, and an electric bike travelling through a park at speed, which nearly collided with my dog.
