Vehicle owners should be held responsible for litter dropped from their vehicles, be it by themselves or others, moving or stationary. Should a vehicle occupant be found to have dropped litter, the owner should be fined a minimum of £10,000. If unable to pay the owner should have their vehicle seized and destroyed or sold depending on the value. If the driver of a vehicle is found to have dropped litter, in addition to the penalty above, they should be banned from driving for a period of no less than 12 months.
