Many Nurses and Doctors are deprived of setup ties in the UK even if they want to, because of Residency status, to buy a home or to get credit and so many other similar factors

When you invest a certain amount of life as a professional, some when it's more critical, after being climatized and attached to the atmosphere most people want to stick with it. It will reduce the uncertainty of Future aspects and career. So people don't have to look for viable options.

People in the UK on a Global Talent visa can already apply for ILR after 3 years if they were endorsed by:
- the British Academy, the Royal Academy of Engineering, the Royal Society or UK Research and Innovation
- Arts Council England or Tech Nation - this must be as a recognised leader (‘exceptional talent’)
It's not clear if you want this to be extended to people who were endorsed by Arts Council England or Tech Nation as an emerging leader (‘exceptional promise’), who can only apply for ILR after 5 years, or if you want all doctors and nurses to be able to apply for ILR after 3 years, irrespective of the visa they are on.
You could start a new petition explaining clearly what you would like the Government or Parliament to do.
