During WW1 and WW2 BST became the standard, because it contributed to an overall reduction in energy consumption, something particularly relevant in today's world. Retaining BST throughout the winter may enable people to undertake more outdoor activities which is good for their health and wellbeing.
Arguments against keeping BST all year stem primarily from Scotland and the north of England, based largely on Scottish farming interests disliking an extra hour of darkness in the morning and concerns about school children travelling to school in the dark, but not about them returning home in the dark. Scotland's and the north of England's combined population is 21 million - 32% of the whole country. If their interests are deemed to outweigh those of the other 68%, let them retain GMT.
