Require all pet owners to have license for there dog. To help combat bad breeders and bad owners from obtaining a dog.

Owning a pet is a luxury and should be treated so. Ensuring owners must obtain a license to have a dog helps to limit the amount of back yard breeders and bad owners who want to exploit these animals. Having a license will also allow the government to see how many pet owners are out there and how many dogs are in the UK which could help reduce over population.
