Closed Create an "18 Saver Railcard" for students in England

Introduce an 18 Saver Railcard in England to allow those still in education and dependant on their parents to get 50% off standard fares. There is a Wales 18 Saver Railcard that provides a 50% discount on standard fares on Transport for Wales rail services. We want the same for students in England.

Buying train tickets for students can be particularly expensive for single parents and this could help with the cost of travel.
