Capping engine size for new drivers for the first 3 years of driving will limit how fast new drivers can go, preventing faster accelerations and should help reduce incidences of speeding and associated accidents, and give new drivers time to learn to drive safely and gain more experience on the roads in a vehicle with a smaller engine.
