From some reasonably-set future date the owning of a fighting-dog (definition to include dogs cross-bred with fighting-dogs) to be illegal. In the interim, the breeding or importing of such dogs to be illegal, and all existing such dogs to be muzzled and on a short-lead when in public, with penalties for non-compliance including destroying the dog and heavy fine.
