Change the ADR rules. The Adult Dependant Relative immigration route should concentrate on the ability of the sponsor to care for their dependent relative instead of focusing on the availability of care in their home country.

Even if a relative is seriously ill and you have the means to care for them, their application risks being rejected due to the availability of care in their home country. According to published reports, zero parents and grandparents were accepted for settlement as adult dependent relatives in the year 2021. I think that the barriers to using this pathway causes unnecessary harm to families who cannot see their loved ones when they're ill.
